Massachusetts State College Building Authority
Staff Accountant

The Massachusetts State College Building Authority (MSCBA) is responsible for financing, planning, providing design and construction services as well as oversight of the management of residence halls and student activity facilities on the nine State University and fifteen Community College campuses in the Commonwealth.

The MSCBA is seeking a highly motivated candidate with a background in accounting, finance, or construction management to join a dynamic team to support construction and financial management for projects at the Commonwealth’s State Universities and Community Colleges.

PRIMARY FUNCTIONS:

Coordinate and perform administrative and financial functions across all areas of Authority business, including but not limited to:

•    Responsible for reconciliation and accounting for ongoing bank activity
•    Create and support analyses in support of capital projects, and operating budget(s).
•    General office administration, including technology, purchasing, training, and documentation
•    Preparation of data for internal analysis and external reporting
•    Assistance with finance operations, including accounts payable and purchase order preparation and tracking

ORGANIZATIONAL SUMMARY:

Reports to the Controller

ESSENTIAL DUTIES AND RESPONSIBILITIES:

•    Perform accounting activities related to cash management, including reconciliation, account management, and reporting for project management and cash flow decision making

•    Manage and process all cash deposits and wire transfers

•    Assist in the accounts payable process as needed, including vendor setup/management and invoice processing

•    Provide monthly reporting to the Office of the Comptroller transparency initiatives

•    Working with Finance staff, manage Certificate of Insurance compliance; process electronic purchase orders; ensure office systems and supply vendors are paid on time.

•    Receiving and processing mail, working with vendors and service personnel, communicating with building management.

•    Working with the information technology service provider, ensure that all systems are in good order.

•    Assist with updates to Authority reports, including the Annual Report, Capital Projects Report, and presentations as required. Maintain the Authority’s record of Standard Operating Procedures.

•    Records Retention Management: Remote Records Storage Maintenance & Required Destruction

•    Development towards mastery of MSCBA systems (Timberline, TimberScan)

SKILLS, KNOWLEDGE, QUALIFICATIONS, AND EXPERIENCE

Associate or bachelor’s degree in Accounting, Business Administration, or Construction Management preferred.  

Strong communication, interpersonal and organizational skills are vital.  

Demonstrated competence with MS Office applications and Adobe. 

High level of proficiency in Microsoft Excel is desired, and knowledge and understanding of financial software systems, such as Timberline/Sage CRE 300 and TimberScan, is a plus. 

Ability to maintain confidentiality and interact appropriately with 
staff members, state university personnel, and contractors. 

Willingness to take on additional training and responsibilities as needed.

Positive attitude and high attention to detail and accuracy required.

This is a full-time position. Salary commensurate with experience and qualifications. Salary range is $45,000 to $55,000.  MSCBA employee benefits include health, dental, long-term disability, and life insurance, as well as paid sick leave and vacation time, discounted public transportation, tuition reimbursement for eligible courses, and participation in the Massachusetts State Retirement system.
