Job Description:  Project Manager

The Massachusetts State College Building Authority (MSCBA) is tasked with financing, planning, providing design and construction services as well as oversight of the management of residence halls and student activity facilities on the nine State University and fifteen Community Colleges in the Commonwealth.

 

The Project Manager will provide direct support to their assigned campuses, including management of all projects and associated initiatives. Project types may include new construction, additions, renovation and building system repairs.  A successful candidate for the position of Project Manager will grow and strengthen campus relationships while reliably providing services to the campus as projects progress.  Project Managers are also expected to actively contribute to the strategic growth of the MSCBA.  The Project Manager position will require presence in our Boston-based office as well as regular travel to campuses in order to oversee projects and meet with campus constituents.

Responsibilities:

1.       Capital Project Management

Provide oversight as required for all project types: management of a full range of project development activities in both time and scope; from earliest market feasibility study/concept design through occupancy for building projects, both new construction and renovation.  Responsible for project delivery - overall budget, scope and schedule management; including:

  • Provide technical and financial management of all consultants and contractors, including architects/engineers, contractors, owner-held contractors and vendors, and facility management consultants
  • Oversee quality control program during design and construction
  • Control permitting/approvals strategy development, community and government relations and implementation
  • Handle furniture, fixtures and equipment planning, acquisition, and delivery
  • Manage post-occupancy activities, including warranty enforcement

·       Develop familiarity with the operations and maintenance of residence halls which will be used to best inform planning and construction initiatives, including development of prototypical staff plans, security plans, and other operations and maintenance areas

  • Facilitate construction of Commonwealth owned, fee generating facilities as requested by campuses and as approved by MSCBA board
  • Maintain relationship with Division of Capital Asset Management and Maintenance as required for planning projects and for projects in Commonwealth owned facilities
  • Negotiate Management Agreement with campuses and arrange for transfer of funds, working with MSCBA finance team.

2.       Facilities Capital Renewal Planning

  • Serve as the main capital planning contact for assigned campuses. Build strong and mutually respectful relationships with State University and Community College partners.
  • Identify capital renewal needs for existing residence hall buildings in cooperation with campus Facilities and Residence Life staff and in coordination with MSCBA Capital Renewal Database
  • Establish, maintain and periodically assess a 5-year capital plan for residence hall buildings, communicating plans to campus representatives from Facilities, Residence Life, and Finance & Administration  
  • Facilitate a process for prioritizing projects and identifying both long and short-term goals with campus representatives
  • Act as liaison between campuses and MSCBA to convey campus priorities for both residential and non-residential projects
  • Verify campus-held contracts for inspection, testing and maintenance service, including contracts for elevators, emergency generators, fire alarm and sprinklers
  • Coordinate recommendations of property insurance carrier for risk management.

Preferred Qualifications:

  • Minimum 8 years of experience with capital project management in institutional setting desired.   
  • Bachelor’s Degree in Architecture, Engineering. Construction Management, or another related field
  • Public and higher education experience desirable. 

 

Excellent planning and organization skills, demonstration of effective leadership, proven financial management skills, superb verbal and written communication skills, solid business management, developmental and team management skills and effective problem-solving skills. The project manager should also have an in-depth knowledge in computer applications and online advertising programs.

Salary dependent upon qualifications and experience.
