Framingham State University - New Student Housing Capacity Designer Services RFQ/P

The Project is the provision of 250 - 300 additional beds of on-campus student housing capacity at Framingham State University (the "Project"). An update to the campus master plan was completed in 2012. Pertinent sections of the master plan are included as an attachment to this RFQ/P which recommends preferred sites for the new residence hall. An initial planning component of this Project will be to validate the site recommendation of the master plan update based on the desired building program. It is expected that the project will be developed utilizing building information modeling technology. The construction budget for the Project is approximately $26 to $32 million, including base building, site development, construction management costs, and contingency.

The building or buildings proposed to meet the new housing capacity are envisioned to be scaled to the character of the neighborhood and be cost effective, durable and long lasting structures. The Authority is interested in pursuing alternative construction delivery methods (modular or pre-engineered) and structural systems to achieve this goal. Respondents are encouraged to include benchmarking data for comparable work in terms of construction cost per square foot and total project cost per bed.

Sustainability goals for the project will be to meet or exceed the requirements of Mass LEED Plus. The design and decision making process will require energy modeling and life cycle analyses to determine the long term benefits of sustainable design practices and alternative energy sources. The Authority is committed to developing a facility with well-coordinated mechanical, electrical and plumbing systems and components to ensure design integration, economy of operation and user satisfaction.

An Owner's Project Manager for this project will be named to the project and will participate in the designer selection process. It is anticipated that the Construction Manager solicitation will follow the designer selection with the designer and OPM as members of the CM selection committee. The CM firm is anticipated to participate in preconstruction services from the start of schematic design and that cost estimating and constructability review will be provided by the CM firm upon commencement of their services. During the study phase, constructability review and a third party estimate will be provided by the Owner's Project Manager.

The schedule anticipates the selection of a Designer in March 2013, with study completion by July 2013. The schedule for design services will be established at the completion of the study to meet the goal of starting construction in the Spring of 2015, substantial completion of construction in June 2016, and the occupancy of the building in August 2016.

The goal of this procurement process is to identify and to retain a prime consultant that will deliver design services necessary to ensure that the Project is of the highest quality possible given the available funding and required schedule. In addition to the Project, the Authority may choose to engage the selected firm for additional design services for related construction and renovation projects at the University. Respondents should address their Statements of Qualifications and Proposals to the primary scope of services only.

Salem State University - New Student Housing Capacity Designer Services RFQ/P

The Project is the provision of 350 - 400 additional beds of on-campus student housing capacity at
Salem State University (the "Project"). An update to the campus master plan was completed in
2012. Pertinent sections of the master plan are included as an attachment to this RFQ/P which
recommends preferred sites for the new residence hall. An initial planning component of this
Project will be to validate the site recommendation of the master plan update based on the desired
building program. It is expected that the project will be developed utilizing building information
modeling technology. The construction budget for the Project is approximately $36 to $42 million,
including base building, site development, construction management costs, and contingency.
Firms should show examples of successful outcomes developing projects on tight existing campus
locations and urban environments and projects that were developed on existing surface parking,
and in close proximity to walkways and roadways. Comparable sites may include residential
projects directly adjacent to occupied campus and institutional facilities and near property lines to
private homeowners.
